Our daily cocktail of chemicals
A startling range of products to be found in the average shopping basket, our homes and
offices contain chemicals which have never been tested for safety. The Commission has
finally addressed this need in its White Paper on a strategy for a future chemicals policy.
We now urge all MEPs to adopt the report by Ms. Inger Schцrling (Sweden, Greens)
which will be voted on 14 November, as it adds a number of key consumer protection
measures.
Most consumers are not aware that the average hair spray contains around 15 chemical
substances, out of which 11 have a harmful effect on health and/or the environment. In
Denmark alone consumers annually use 585 000 litres of hair spray, 612 000 litres of
mouse, 350 000 litres of gel and wax. It is essential that product labels clearly indicate
their chemical make-up so that consumers can choose healthier and environmentally
friendly products.1
A horizontal chemicals policy regulating chemicals instead of individual products is the
only way of ensuring everyday consumer products are safe. Today there is little if any
coherence between the different product directives when it comes to their chemical
content. For example, the pesticide Lindane is prohibited for agricultural use, but is
allowed in anti-insect household products. Some cosmetics still contain chemicals
forbidden in paint. All hazardous chemicals must be covered by a consistent chemicals
policy and should on no account be allowed in everyday consumer products.
Imported products must comply with legislative requirements in the EU. Our members
often come across imported products containing unacceptably high levels of forbidden
chemicals, ranging from phthalates in toys to DDT in tea. We therefore welcome the
European Parliament's proposal to close the loophole that has paralysed action in this
area.
According to Jim Murray, BEUC director, "it is high time for a consistent EU chemicals
policy ensuring that consumers need no longer worry about the safety of everyday
products".
