BULGARIA KEEP UP THE SYSTEMATICAL PET ABUSES, PET POACHING AND PET THEFTS

(1)In Bulgaria there is not purposeful control over the possession, breeding and offering of pet animals; there is not control over the fertility of cats and dogs (nationwide sterilization programme); there is not informative and educational programmes. Besides there is not such an up-to-date record or info concerning the population increase and therefore we need to rely upon assumptions and make use of The Great Britain's and US's statistical data published by The ROYAL SPCA (Great Britain) and by the American newspaper ANIMAL PEOPLE, also in INTERNET. For probable idea of annual increase we take North Carolina's 80's statistics, when for every 1,000,000 people officially reported were caught and killed on average of 238,000 cats and dogs yearly.

(2)In the same time in Bulgaria there exist organized illegal activities including the criminal pet-population exploitation. Thus the reduction of permanently increasing populations is reached by means of the following activities:
# the illegal catching directed towards the constantly disappearing, in good phisical condition semi-dependent cats and their posterity
# the sistematical deceit, directed towards the increase consisting of unregistered pet cats and pet dogs offered by their owners;
also directed towards many dogs collected with promises for their adoption in Switzerland (in Sofia exists such popular "animal rescuers" working in this field)
# the systematical abuse in the Municipalitie's shelters directed towards many free-walking dogs; I was a witness on cases that dogs caught by The City's dog-catchers were not checked in The City's shelter or were not returned to their owners; in March 2000 Mr. Pavel Atanasov shot a video of illegal activities in the same City's shelter, including the loading to a truck of few dozens alive and drugged-down dogs and taking them to unknown destination; the only data to my knowledge of catching and killings is, that back in May 2000 the Deputy-Mayor of Sofia (1,200,000 citizens) announced in the press that about 13,000 - 14,000 stray dogs were killed at The City's shelter for 16mo. period; for exemple in the last years the official cat and dog killings in Greater Kansas City, Missouri are 65,000 anually per 1,300,000 citizens; besides in the last years the Sofia's Municipal shelter in Miroviane is used by the fur enterprise "Vigomi"
# the theft directed towards the fully-dependent, free-walking owned cats and dogs.

(3)Officially the identification and registration of pet animals in Bulgaria are directed towards the owned dogs reached 6 months; there is no systematic ongoing ID record and a single registration of the animals, their owners and keepers as well. In the same time among the better part of our nation is a widespread traditional love of both species. A tradition is also the openhearted compassion towards the stray dogs, as well as towards the huge number of free-roaming cats and dogs in residential and industrial yards. We can approximate the density of cats and dogs corresponding to humans using Great Britain's 2001 statistics, where the number of cats and dogs is at about 20% of the number of the human population (8,000,000 cats and 6,500,000 dogs).

(4)The governmental control over the breeding consist of keeping reports and records of proffesional breeders. Inreality not enough owners are restricting their pets of mating, owing it to obscure, subjective and biased motivations. There is widespread false belief, that giving birth is healthy for the animal and that are more then enough potential candidates for their offspring. Many others are breeding them for a hopeful undeclared income of 100-150 EURO/each.

(5)Practically in Bulgaria there are no rules for offering and obtaining cats and dogs; there are no rules for organized activities associated with them as well. The official control consist of keeping reports and records on the proffesional trade with companion animals. Part of the black market you'll see on the bulletin boards at pet-shops, vet-cabinets, in newspapers or Internet ([линк]). One of the organized activities in Sofia is setting free in different town quarters small groups of 3-4 sterilized dogs with collars, which are constantly and obviously born in private backyards.

(6)The fertility among all females practically is kept in tact. Two non-governmental organizations were announcing the sterilization total of approximately 6,000 male and female dogs during the last 10-12years.

(7)During the last few years numerous media, bureaucrats, veterinarians and non-governmental organizations got engaged themselves in a massive phony and hypocritical propaganda aimed towards the trustful and suspicious of nothing Bulgarians. As of today the understanding of the problem is widely believed to be the lack of an ANIMAL PROTECTION ACT as well as the fate of the stray dogs is treated as a completely isolated and "separate population case". In a meanwhile the question about the approximate number and estimated increase for both species has been carefully avoided. The animal lovers are being influenced by the idea that different cats or dogs belong to different populations; thus successfully is changed the idea of cats and dogs as two species, who occupying any territory presenting only two populations. There is a widespread practice of incidental and extravagantly impulsive people to take home pups and kittens. As a result of that is wide spread practice the pets to be offer for adoption or outright stayed thoroughbreds bought and kept for 2-3years. In USA the mutual work with pet lovers for preventing the birth rate of cats and dogs obviously led to decrease in the data of overpopulation "killed animals per 1,000,000 humane residents" from 115,000 in 1970 to approximately 15,000 in 2002. The INTERNATIONAL SOCIETY for ANIMAL RIGHTS made popular all over the USA the appeal "Don't breed or buy while homeless pets dye".

(8)The populations of cats and dogs in Bulgaria stays composed mainly of unregistered pet animals classified by WSPA as "dependent, semi-restricted", also of free-roaming, tame animals, classified as "semi-dependent, unrestricted"; the irresponsibility among the society, also the lack of genuine information and public awareness encourage the amateurish breeding; in the same time the urbanised population increase stay hidden. It is obviously that Bulgaria use the uncnown number of pet animals as cheep commodity and raw material. It's world known, that Far East exports yearly approximately 2,000,000 pieces of furs, yielded by domestic dogs. During the 90's West Europe and US were flooded with leather goods made out of cats and dogs. Just because of that USA in 2000 and Italy in 2001 had to adapt special restrictive import&trade laws against this black-market industry.

(9)In December 2002, and ever since ANIMAL PROGRAMS undertook the initiative to help resolve this national policy. The ANIMAL PROGRAMS Foundation is awaiting the registration by Sofia City Court on case N:12496/2003 year. So far the undertaking of effective pet population control in Bulgaria stay an individual cause, without budget to produce informative and educational publications (also to make an public pressure over the State Institutions) and to produce purposeful sterylization programme.

(10)From December 2002 ANIMAL PROGRAMS is constantly looking for support from the media for a systematic eluciding of the problem about the total increase of cat and dog populations. The servicing media that in last years used to inform the society about the "street-dog population" are now carefully avoiding such theme. The possibility for discussion of the problem stays sporadic and very restricted. Here is the number of publications in media: AFP (Bulgarian office) - 0; ASSOCIATED PRESS (Bulgarian office) - 0; REUTERS (Bulgarian office) - 0; ANIMAL PEOPLE Newspaper - 1; KUTCHETO (THE DOG) Magazine - 1; DUMA Dayly - 1; 24 TSHASA Dayly - 0; DNEVNIK Dayly - 0; MONITOR Dayly - 0; NOVINAR Dayly -0; SEGA Dayly - 0; STANDART Dayly - 0; TRUD Dayly - 0; TV 7 DNY - 3; TV EVROCOM - 2; TV CANAL 2001 - 2; NOVA TV - 2; SKAT TV - 1; BNT (the Public TV) - 1; BBT - 0; bTV (a NEWS CORPORATION's TV) - 0; TV EVROPA - 0; TV MSAT - 0; BNR (the Public Radio) - 3; BBC Radio (Bulgarian office) - 0; DARIK Radio - 0; INFO Radio - 0; Radio NET - 0.

(11)ANIMAL PROGRAMS aim to legalize all such "cheap commodity" and the commercial interest in this field. Therefore from December 2003 the Foundation contact the Bulgarian State Institutions and give the criminal activities in this field, also the necessity to introduce obligatory measures of special commercial control (similar to that of alcohol & tobacco) collecting:
# # sizable amount of tax for keeping females fertile - an effectively applied measure abroad to discourage the amateurish/non-planed breeding
# # control by licensing and registration of all activities involving cats and dogs defined as commerce
# # keeping a single and functional nationwide system of identity of all animals, as well as a single register of their keepers/owners.
During January 2004 ANIMAL PROGRAMS made a PROPOSITION FOR CREATING OF A NATIONAL PROGRAM FOR CONTROL OVER THE PET BREEDING AND PET TRADING to the President of Bulgaria, The Minister of Agriculture and Forestry (and veterinary activity) and The Minister of Finance giving some of the common measures included in the European Council's Convention for Protection of Pet Animals as well as the Guidelines for Dog Population Management (issued by WHO and WSPA); in March 11 2004 ANIMAL PROGRAMS made a PETITION FOR UNDERTAKING OF FIRM CONTROL OVER ALL ACTIVITIES INVOLVING DOG AND CAT POPULATIONS to the President of Bulgaria, The Minister of Economics, The Minister of Finance and The Minister of Agriculture and Forestry; in March 26 2004 ANIMAL PROGRAMS send a letter to the Premier-Minister of Bulgaria.
