But there's a cloud hovering over this rosy picture. As a newer technology, VoIP falls largely outside a regulatory framework, but several states, including Washington, plan to take a hard look at whether VoIP providers should be classified as telecommunication companies.
If the answer is yes, such companies would be forced to pay fees some are not currently paying, and could be required to meet other requirements, including providing backup power in case of blackouts, 911 obligations and minimum customer-service standards.
