CANADA PROGRESSING SLOWLY: INSTITUTE

BRITISH COLUMBIA: While the United Nations ranks Canada third among countries of the world in its Human Development Index, the Fraser Institute, a British Columbia-based think tank, begs to differ.
The Fraser Institute ranks Canada in the 17-th position in its annual Index of Human Progress with particularly weak scores in the GDP and technological sub-indexes. The institute claims its index is more accurate than the United Nation's Human Development Index because if fully weights economic progress and takes into account technology and communication, according to a statement released today /July 25th.2002/
The Fraser Institute points out its index uses 10 indicators of human progress while the UN uses four.
The Index of Human Progress this year ranks Luxemburg in first place, with Denmark second, Switzerland third, Japan fourth and Norway fifth.
