"Humanitarian war" in Balkans has brought nothing positive - says Dienstbier January 26, 2000 PRAGUE, Jan. 25 - Special U.N. human rights envoy for the former Yugoslavia Jiri Dienstbier has said that the "humanitarian war" resulted in a deterioration of all relations and failed to bring a single positive result. Dienstbier warned that the international mission in Kosovoa would fail, if the West continued to act in such a manner, which would be bad both for Kosovo, the Balkans and for the United States, NATO and the other organizations. In his long interview to Czech paper Dienstbier said that the West has no clear concept what should further be done in Kosovo and Metohija. He recalled that during Dayton talks the Kosovo issue had been put aside in order not to complicate the talks on Bosnia. Dienstbier called this "salami tactics" against which he had been protesting since 1991, always claiming that the only solution for the Balkans problems could be a complex one. Dienstbier said that the first concept which understands this is the Stability Pact, but warned that so far this is an empty wrapping without concrete projects and that,above all, Serbia has been excluded from it. Recalling that this is not good, Dienstbier set out that the Serbian economy is central for the entire Balkan region and that this state has a key influence on the economy of Bosnia-Herzegovina, Greece, Bulgaria, Romania and other countries. Asked by the Czech paper whether Belgrade is justified in asking that a part of the Yugoslav armed forces is returned to Serbia's southern Kosovo province, which the West is strongly rejecting, Dienstbier responded by asking: "If we accept the agreements and the U.N. Security Council Resolution 1244, how can we consider as unjustified demands for their realization?" Dienstbier fears that there will be new conflicts and new crises if the International community continues to act in the manner it did so far. He warned that the entire Albanian movement in Kosovo nurtures the idea of a "Greater Albania". "This has not been anything new for more than 100 years, and this idea was realized during Mussolini's time." Dienstbier concluded that the announced goal of the International community - creating conditions for democratic, multi- ethnic Kosovo - evidently is not achieved. Speaking about the repressive actions of the ethnic Albanians, both against the Serbs as well as against the Muslims, Romanies and others, which are often justified as "understandable revenge", Dienstbier described this as organized action for the cleansing of Kosovo from the non-Albanian population. "This is often linked to the maphia or to clan structures and everyone knows that, but when it is said out loud, many get upset", said Dienstbier in his interview to Czech paper "Pravo".
