From our perspective, a retroactive change in the legislation, which links the amount of the social security tax with the duration of expatriates’ actual stay in Bulgaria for the period 2000-2005, is in order. This change will not impose a single Procrustean standard, but will create symmetry between the expatriates’ individual opportunities for personal access to the Bulgarian health care system, if utilized at all, and their contributions to the social security in their countries of residence. This solution will is beneficial to the Bulgarian Government as well because it will defuse various diplomatic problems arising out the unrestrained- and hardly judicious- extraterritorial application of Bulgarian law. Accordingly, the NSSI’ enforcement action, which exemplifies an arbitrary exercise of authority, shall be immediately suspended. These propositions reflect our understating of the need for mutually beneficial compromises, yet indicate our willingness to protect our rights against the arbitrary exercise of power.

Нещо не мие е ясно, какво имаш впредвид. Ние или сме в БГ или не сме. Какъв "актуал стей" и "ютилизейшън? Сякаш противоречиш на цялото писмо или аз нещо не схващам смисъла...

Становището ми за край на писмото е: ако сме в чужбина ние се прибираме за ваканция, ползваме си чуждестранните застраховки и си заминаваме. (без да се включва в писмото) Не могат да ми искат пари със задна дата. Даже да съм се изхитрила и ползвала системата безплатно, това си е техен пропуск в закона навремето и трябва да си сърбат попарата.

Все едно да съм платила глоба за превишена скорост,Кат 9който и да е) да сменят размера и да ми поискат разликата...

Хайде без благодарности аз само копи-пействам, писма ме мързи да пиша, а и доскоро не знаех и за какво става въпрос...
