The termination concerns (31.07.2003) only those who are still in foreign and apply for the first time. In your case other permits may also be issued as long as they are in line with the conditions of the IT-specialist program. But the total duration of these work permits combined may not exceed five years. There will not be another check to see if the job could be filled by a German or EU-specialist. The other requirements however, for example those concerning comparable salary, must still be met.

So the statement of the Arbeitsamt Mannheim that the distribution of Green Card are finished is wrong.

Please note that the Green Card itself is to be understood as a combination of work and residence permit. After jobloss those permits become invalid because the conditions which while issuing are not given anymore. Therefore you need to change your residence status from a working visa into a jobseeking visa and then the unemployment benefit can be paid to you. Please understand that we have no influence on the decisions being made by the immigration offices.

According to a recommendation of the Federal Ministery of the Interior jobless Green Card holders should have the chance to seek a new job within six months or even for the time that unemployment benefit is being paid.

In case that you have worked for more than 12 months in Germany, you are also eligible to receive unemployment benefit from your local job office (Arbeitsamt). There you may also inquire all details about the duration and the amount of the unemployment benefit.
